Organizational Structure

The Board of Directors governs the Foundation and there is one sub-committee: the Scholarship Committee.

The Board

Our Board members include Thai citizens and expatriates from several countries.  They bring a wealth of highly relevant skills and experience to our work.  The Board members are volunteers and they fund all FERC's administrative costs.

FERC has no paid staff.

Board Of Directors And Office Bearers

  • Luxami Utaipol Dumur - President
    Luxami Utaipol DumurLuxami Utaipol Dumur was born in Chiang Mai and holds a Bachelor degree in French and English from Chiang Mai University.  She worked for six years at the Amari Rincome Hotel as Front Office Manager.  In 1990 she moved to Bangkok and worked at the Mandarin Oriental Hotel at the Front Desk for almost five years.  Luxami and Marc Dumur were married in 1994.  She now manages the Frangipani Serviced Residences in Chiang Mai.  In her spare time, Luxami likes to bird watch and is an avid fitness participant.  Luxami was a charter member of the Foundation for the Education of Rural Children.

  • Marc Dumur - Chair
    Marc DumurBorn in Switzerland, Marc Dumur holds a degree from the Swiss Hotel Management School at Lucerne.  Before moving to Thailand, he worked in Amsterdam for three years as well as in Switzerland.  Marc was hired in 1988 by Amari Hotels and Resorts in Thailand, where as General Manager he opened the Amari Boulevard Hotel in Bangkok.  In 1994 he transferred to the J. B. Hotel in Hat Yai for two years, and then accepted the position of General Manager of the Amari Rincome Hotel in Chiang Mai.  He left the Amari Hotels in 2003 to build the Frangipani Serviced Residences in Chiang Mai, a luxury Serviced Apartment which his wife, Luxami, manages.  From 2004 he was the General Manager of The Legend Chiang Rai Boutique River Resort & Spa. In 2013 he moved back to Chiang Mai where he now manages the Vivo Bene Village which is a resort for elderly people who need care. Outside of work, Marc has been President of the Rotary Club of Chiang Mai West, President of SKAL International and since 2012 is the Honorary Consul for Switzerland in North Thailand.  In his spare time he restores vintage cars and mountain bikes.  He has been a member of the Foundation for the Education of Rural Children since its inception.

  • Carolina Thompson - Treasurer
    Carolina ThompsonCarolina Thompson holds a Ph.D. with major in Commerce and graduated "Cum Laude", with Certificate of Honors for her BSBA and MBA.  Carolina has received several honors, awards and plaques of distinction, recognition and appreciation since her high school days.  She has been involved in civic and religious charitable activities since she was in Grade 3 (9 years old) in her hometown of San Mateo, Rizal, Philippines.  During her career as a College President, Graduate School Dean, MBA Director, Program Chair, International Management & Research Consultant, she has distinguished herself not only in the history of her country, but also in Southeast Asia.  Continuing her charity work in Thailand, she's been the Treasurer and a Board Member of FERC since 2004, and is the Charter President of Soroptimist International of Chiang Mai, Thailand.

  • Celeste Tolibas-Holland
    Celeste Tolibas-HollandCeleste Tolibas-Holland started her career in the USA at the accounting office of a trucking company.  She later moved to the sales department and became one of the first female sales representatives in the industry.  Celeste then opened an antiquarian business, which developped into several other enterprises, including reproduction furniture and restaurants.  At the same time she raised 2 sons.  In 1986 Celeste moved to Chiang Mai, where she worked as a volunteer at the Vieng Ping Children's Home for over 10 years and received an award from the Thai Government (Public Welfare Department) for her work.  Celeste is now involved in the Red Cross, Zonta Women Group and FERC.

  • Patrick Roberts
    Patrick RobertsPatrick Roberts was born in Dublin, Ireland, attended Newtown School, Waterford, and went on to graduate from Columba's College, Dublin.  Patrick holds a degree in Business Studies from Trinity College and his business background includes 2 years as a professional photographer and 4 years in the fashion industry, before he joined Jostens Inc., one of the leading providers of recognition products and services for the high school and college market in the US, and a number of other countries around the world.  Patrick has spent 22 years with Jostens' International Division in Europe, working mainly with the American and International School market before moving to Asia where he now works predominantly with the International School market in Japan and the Middle East.  Patrick is married with three daughters, one in New York and two in Chiang Mai.

  • Nattajuck Boonma
    Nattajuck BoonmaBorn and raised in Chiang Mai, Khun Wit as he is popularly known, graduated with a Diploma in Arts and Business English.  While working at the Sheraton Grande Phuket, his interests completely changed when he witnessed a "Hair Show" by a foreign hair stylist.  His love of hair styles led him to pursue hair dressing training in Bangkok and then New Zealand.  Back in Thailand he worked with Schwarzkopf for 5 years as the company's Technical Adviser.  This included managing the company's Training Center, and traveling around the globe representing Schwarzkopf and furthering his knowledge hair styling knowledge.  He also learned to adapt to living in various cultures.  After being away for so long from his family, he decided to set up his own business - Hair Pro - in Chiang Mai.  He has been involved in many different charity works and events, and conducts an annual free haircut for needy and poor children / communities.

  • Dorothy Engmann
    Dorothy EngmannDorothy Engmann was born in Brighton, England.  She has a BA London degree and a Post Graduate Diploma in Social Work.  She worked as a Child Care Officer in the UK before moving to Singapore with her family, where she taught for 15 years.  She then returned to the UK as the Chief Executive Officer in a Non-Governmental Organization.  Having worked as a volunteer with Voluntary Service Overseas for three years in Thailand and Uganda, she has now retired and is living in Chiang Mai.

  • Neil Kilah
    Neil KilahAfter disparate careers in urban planning and logistics (international courier operations management and driving taxis) and extensive study at the University of Life (Faculty of International Backpacking!) Neil finally found his vocational and spiritual home as a librarian, working in international colleges and schools.  After five years in the national polytechnic system of the United Arab Emirates, Neil worked as Library Services Manager at Nanjing International School, China.  Seeking new challenges after six happy years in Nanjing, Neil moved to Chiang Mai in 2011.

  • Honorary Member: Steve Deering
    Steve DeeringSteve Deering recently retired after thirty-six years of government service.  He held a variety of top management positions with several agencies, including the United States Department of Health and Human Services and the Department of Education.  Steve has a Juris Doctor degree from the University of California, a Masters degree in Asian Studies from the Dominican University of California, and a Baccalaureate degree in Political Science from Seattle University.  He has traveled extensively in Europe and Asia.

  • Yuwan Pujeenaphan
    Yuwan PujeenaphanYuwan Pujeenaphan provides the critical link between FERC and the Thai educational system.  A native of Thailand, she is a professional educator and long-term educational supervisor with the Chiang Mai Educational Service Area IV of the Department of Education, Thailand.  Yuwan has worked closely with volunteer groups and universities from many countries in the placement of international volunteer teachers, and coordinates the regional education department's recommendations for scholarship recipients.
